There is an over representation of Innu children in the care of the Department of Children, Seniors and Social Development (CSSD). A significant number of Innu children are placed outside the community and many ultimately lose connection with family, culture, language and heritage. Success in changing the tragic outcomes for many Innu youth depends, in large part, on creating more Innu run community-based options so Innu children and youth remain in their communities grounded in Innu language, culture, traditions and family. Level 4 homes are community placement options for children in care as outlined by the NL Provincial continuum of care strategy.
Both communities of Sheshatshiu and Natuashish have established independent Boards to oversee and operate a series of Level 4 community-based care facilities. The Emergency Placement Homes (EPH) and Group Homes (GH) operate using the Innu Care Approach as a model of care and supported by a practice framework for operational guidance. While the Shushepeshipan Ishpitentamun Mitshuap (SIM) Inc Board (Sheshatshiu) and Mushuau EPH & GH Inc Board (Natuashish) operate independently and manage their own placements, they have implemented a joint arrangement for coordinating supervision of professional clinical services to their placement teams. Each board will have dedicated positions for Coordination of Clinical Services (CCS) and jointly they will also support a role to provide supervision of clinical practice for the Level 4 homes.
Living in Sheshatshiu, with regular travel to Natuashish, and reporting to the Operations Manager, the Senior Clinical Services Social Worker will be a key member of the Clinical Service team and will be responsible for the design and implementation of clinical supports for children and youth at the homes. In addition, they will have a responsibility in the joint role for both placement Boards in coordinating a system of supervision of clinical practice for all Social Workers working in the role of providing clinical services in the Innu placements. The aim is to promote a deeper professional understanding of the practice situation and options for intervention. While supporting the professional obligations of social workers in this field, the role will also promote the best interests of Innu children and youth in care and their families.
In addition, you will be responsible for providing clinical support to the emergency placement home and/or Group Home care team. The Senior Clinical Services Social Worker will assist in the service planning and service delivery to children and youth in ways which are developmentally appropriate, emotionally supportive, socially stimulating, and conducive to learning and development in a cross-cultural context. The CCS’s goal will be to create opportunities for Innu children from birth through their teenage years to learn and grow within their culture and communities and to guide staff to help meet the best interests of any Innu child placed in the Emergency Placement Homes or Group Homes.
As the Senior Clinical Services Social Worker you will perform the following duties:
- Coordinate and oversee a system of supervision of clinical practice for the CCS role and positions within the Innu care facilities that is consistent with the standards of practice established by the Newfoundland and Labrador Association of Social Workers (NLASW).
- Develop supervision strategies appropriate to the operating environment, skills and experience of each CCS, and the evolving needs of each member of the team.
- Provide each front-line CCS position with clinical supervision through a mechanism for ongoing review, feedback, and opportunities to discuss case plans, self-reflection and supports.
- By facilitating reflective supervision, the SCCS will encourage each CCS to explore their thoughts, feelings and beliefs in relation to their clinical practice and evaluate how the emotional aspects of their role impacts the overall work process and outcomes with the children and youth.
- The SCCS will apply their knowledge of the impact of stress, secondary traumatic stress, distress, burnout and compassion fatigue on front line workers to their supervision practice and individualize each session to meet the personalities, circumstances and needs of each supervisee.
- Facilitates all admissions to the home by acting as a liaison between Children, Seniors and Social Development Services (CSSD) and Emergency Placement Home (EPH) staff
- Acts as one of two primary contacts and use their professional background to interpret the needs of CSSD and ensure that those are being communicated effectively to the program team at the EPH
- Coordinates with CSSD to ensure that the clinical needs of the young person are being met including, but not limited to, medical, vision, dental, mental health appointments
- In collaboration with the EPH management and care team, participates in case conferences and program meetings with CSSD staff
- Provides support to the team to create a trauma sensitive environment by providing clinical supervision on a regular basis to each of the frontline workers, and crisis-response supervision following any intense incidents that may require individual or group debriefing
- Supports the young people in the home through regular (documented) meetings with each of the youth residents of the EPH to assess/determine that their needs are being met (physical, mental, emotional, spiritual, cultural), and ensure that meeting notes are added to the young person’s file
- Coordinates and collaborates with invested parties (including but not limited to family members, school officials, clinical support persons, CSSD) to complete assessments
- Reviews and interprets data recorded from shift and incident reports for use in quarterly reporting to CSSD
- Facilitates therapeutic, goal-directed group and individual sessions with young persons as needed
- Delivers training and education sessions to as needed
- Provides clinical advice and input into Home and Innu policies and procedures
- Demonstrated ability to work as part of a cross-cultural team
- Demonstrated leadership abilities with strong problem-solving and decision-making skills
- Ability to assess and address the immediate and basic needs of the residents
- Excellent oral and written communications skills are required
- Understanding of the CSSD Standards for Level 4 placements and ability to support the EPH team in interpreting and implementing these standards.
- A Master or undergraduate degree in Social Work is required
- Registration with the Newfoundland and Labrador Association of Social Workers
- Knowledge of current evidence-based therapeutic approaches to psychosocial assessment, intervention/treatment plan development, implementation and evaluation of treatment is essential
- An understanding of the role culture, language and heritage plays in an Innu child remaining connected to the community is vital
- Culturally Competent, has an appreciation for diverse cultures and embraces culture as a central focus in social work practice.

- Current First Aid Certificate
- Department of Children, Seniors and Social Development Record Check indicating a clear record
- Maintains valid certification in Therapeutic Crisis Intervention and First Aid
